Universal Civil Service

Legislative Decree no. 40 of 6 March 2017 lays down the rules for the revision of the discipline relating to the National Civil Service and establishes the Universal Civil Service aimed at the unarmed and non-violent defence of the Homeland, education, peace between peoples, as well as the promotion of the founding values of the Republic, pursuant to Articles 52, first paragraph and 11, of the Constitution and with reference to Articles 2 and 4, second paragraph thereof.

The transition from national civil service to universal civil service aims at accepting requests for participation in the civil service by young foreigners, including foreigners regularly residing in Italy, who intend to do so in Italy, or in one of the Member States of the European Union.

Legislative Decree no. 40/2017 establishes the areas of intervention in which it is possible to achieve the purposes of the universal civil service; but not only. This decree defines, in fact, the planning, organisation and implementation of the service, the role and tasks of the bodies involved and the voluntary operators, the controls on the activities carried out and the financing of the service.
