A plan to deal with disasters and major emergencies with a massive influx of wounded: the ASL of Frosinone is equipped with the P.E.I.M.A.F.

The ASL provides itself with the P.E.I.M.A.F., the Massive Internal Emergency Plan for the Inflow of Wounded, to face a major emergency and maintain a high standard for the treatment of the patients involved. The plan has as its point of reference the Fabrizio Spaziani hospital in Frosinone and represents a novelty for the territory, it had never been drawn up. In the Prefecture there was still a document that provided for the transport of any wounded to Anagni.

THE PLAN

The P.E.I.M.A.F. is a file containing a set of organizational and procedural provisions that allows a hospital to face a major emergency, with the aim of maintaining a high standard for the treatment of patients involved in the accident.

Assigns responsibilities; provides for how to coordinate actions; describes the relationships between different structures; prepares the organization for the protection of people present and workers; identifies the personnel, skills, procedures and resources available to be implemented during response operations.

The plan is “flexible” to be used in all emergencies, including unforeseen ones, and simple so as to quickly become operational. The preparation of personnel, through the activation of specific training courses, the implementation of simulations and practical exercises at the Emergency Department, will allow to validate and modify the contents of the plan and to evaluate the management and operational skills of the personnel operating in the hospital structure.

From personal experience I know how important it is to have an Emergency Plan that is known and shared with all healthcare professionals. These are simple actions that everyone must perform, which allow extreme order in the excited phase of the emergency.

I became aware of this in November 2016 with the accident aboard the Sansovino ship in Messina, where the entire hospital I managed perfectly applied the protocols, also allowing the rescue of one of the three seriously injured who came to our hospital. There I found out for myself what this tool is for.

In our province, with highways and industries, it is essential to have not only an approved document but also the adequate information and training of operators and the provision of the tools that we will complete with the necessary urgency.

In the event of a disaster or other major emergency, the Hospital is the last link in the rescue chain and must be fully operational and efficient, through careful management of available resources.

I thank those who, together with the health director, after we ascertained the lack of the plan, in a short time, took charge of the drafting of this indispensable tool is required by law.
